You mean TF2 isn't vapourware?
I remember everyone in the QuakeWorld TF community getting really excited about its release. Originally it was going to be bundled with HL1. Then they pushed back its release and bundled crappy TFC with HL1, but it was still going to be a HL1 mod. In fact, a lot of people I know bought HL1 just to play TF2! Then I believe that they were going to release it as a stand-alone game and now you're saying it's going to be a HL2 mod.
