It could be a number of things and its impossible to tell exactly without hearing the noise. That said...look at these things:
1). Fan bearings going in a case for or CPU fan.
2). Can caps tend to 'whistle' before they pop. EIther the ones on the mobo or the ones in the PSU.
3). Dodgy fan in the PSU
4). Dodgy GPU fan.
Out of the 4 points above, my money goes onto the Can Caps. This is very common. Take the side off the case and see if there is any leakage/corrosion on any of the mobo ones.
