Well, I wouldn't say there was a lack of investment from BT. The 21CN MPLS network is a 10bn project and the cost reductions from moving to a single infrastructure should bring prices even further down a few years down the road. I think the limiting factor as far as home users are concerned is the copper last mile. There simply isn't enough money or demand in the domestic market to justify fibre to the door so I don't think it will happen for a long time if at all.
