I think the limiting factor as far as home users are concerned is the copper last mile. There simply isn't enough money or demand in the domestic market to justify fibre to the door so I don't think it will happen for a long time if at all.
Surely though, you could get fibre as far as the green box at the end of the street and then leave it up to the home owner if they wanted to pay the additional to have cable run to their home, or perhaps have a point to point wireless connection to replace the wire.
