Separates system is probably the best answer to your first question.
As to the other questions I'd look at the AV Forums classified section - as you will get far better kit second hand than you will new for the budget that you want to spend.
Building the kit up is a pretty good idea - and you can mix and match - eg Floorstanding front left/right with bookshelf rears. Specific kit recommendation I can't help much with, as I'm waiting till my set dies to find a replacement.
