To be fair it's not like Symbian has 100% control over the UI and I personally don't have a problem with the response times of 95% of things I have used on s60 and UIQ. Hopefully, now that Nokia is buying Symbian, the UI experience will improve a lot over the next few years.

Not to keep banging on about Symbian phones but you can write software for them in Symbian C++, Java, Python (on s60) and C (most of the popular libraries are supported). As far as I'm aware there are other languages out there that you can also use.
To stay a bit more on topic, as far as I'm aware there have already been a few Linux based phones released in the Western markets. The Motorola razr being a good example. I know that in Japan a large proportion of the market is made up of Linux phones. Apart from that I don't know how open they are in terms of allowing you to make software.
Also aidanjt, I guess you're going to hate android phones then. 100% java APIs
