Paul, have you looked at the AMD 780G based motherboards?
They have Radeon 3600HD graphics embeded (you can also replace this by adding another card, or use it in CrossFire configuration) along with HDMI/DVI output.
Boards can be had for about £50, and are very low power, mine is pasively cooled.
