Encryption stops / helps stop your ISP from snooping and any middlemen. It won't stop P2P being P2P.
But P2P isn't the problem they're trying to address - solely illegal piracy. If encryption stops them from determining legal from illegal then I guess they'll just move to spot samples, decryption and retributive action. Or ban encryption above a certain strength.
