all depends on how much the price differnce is, latencies wont make a hell of a lot of differnce unless your benchmarking especalliy by one tick rate (if thats what the differnce is between these two)
tbh i always go for the coolest looking ram/latency/hurtz/brand within my price range but yeah thats just me..
Your spot on, although the timings are better it really means jack sh1t with the speed you couldn't even measure it with a stopwatch, but they do look great.
