You can get to the same page by just going to
www.ati.com and clicking on "Drivers and Software" on the top right side of the screen. Then follow the links I previously described. However, what you describe sounds like there's something not right with your system and maybe it's not even related to the card. Try getting all the latest stuff from the website and see how it goes.
