I have a Asus HD 7700 OC in my media PC. If I play video files in full screen I get white dots in my media player software. If I go back to a windowed mode they disappear. The media player is Potplayer using madvr renderer.
Any ideas?

Could be driver glitch in which case try a different version of drivers (i.e. update to latest if you haven't already). Could also be artifacting caused by heat - what kind of temperatures are you getting at the time? Techpowerup has an artifact detector app called ATI Tool which you could try to see if it is a hardware based issue or not.
I have tried several driver revisions & the issue exists in all of them. I installed the asus tweak software & the hottest the gpu got was 59 degrees centigrade. Will try the techpowerup tool, but my feeling is that it is a software issue.
UPDATE
I think the ATI Tool is the same as the GPU Tweak tool from ASUS in what it does

Seems to be a MADVR issue. I ran 3dmark 2011 in a loop without issue. So decided to change the renderer in potplayer to automatic & the white dots disappeared. Will have to look into the madvr settings.
Are you using a HDMI cable? My HTPC suffered from white dots during video playback and it ended up being the HDMI cable (a problem known as "HDMI sparklies" by some people)... The desktop seemed ok and i didn't notice it while gaming.
