VHS Sound Trouble with Theatre 650 PRO

Hello everybody, I'm new to this place and tv tuners. My dad just recently bought a new computer from Dell which came with a ATI Theatre 650 PRO which works much better than our last tv tuner from the 90s.

Watching cable the video and sound quality are very nice, the problem comes when we try to view a VHS through our VCR on the computer. The image is fine but the sound is low, distorted, and it stutters. We've tried two different VCRs, different tapes and no difference. The odd part is if we turn on the VCR menu, the sound becomes clear. To make this more complicated, on the VHS we are trying to copy, if you fast forward later in the tape there is a part were the sound is fine.

The OS on this computer is Windows Vista Home Premium and I have the newest drivers. I downloaded the Catalyst Control Center but there was no application to run so we've been using Windows Media Center.

If anybody has any suggestions to fix this problem it would be greatly appreciated as this is very important to my family.
