Problem with 650 and WMC

I just built a new system for a friend, here are specs:
intel DP35DP motherboard
E6750 2.66 C2D, 2 gig DD2-5300
sapphire hd 2600xt, seagate 320gig HD, creative labs x-fi extreme audio.
ATI 650 theater
Using xp windows media center

So the system runs perfect except for the issue with WMC. WMC seems to set the 650 up correctly, as i can listen to the radio perfectly. but it does not detect TV. i had it connected at my location and watched TV fine. (i live where there is no OTA HD ), but i took it to their location and plugged in the antenna, no channel strength on any channel (antenna web shows 6 stations between 10 and 18 miles away ... those are the closest ones).

So then i plugged it into the cable, and it couldnt find any cable sources either. I have tried manual setup, and the automatic. No difference. either way, the radio is working wonderfully, but no TV.

I am wondering if WMC is getting the tuners confused, because while trying to get the antenna to work, it shows white tv noise. then when trying to get the cable to work, it shows a black screen, like the one you would expect trying to get OTA HD signals but cant.

but even with both sources plugged in at the same time, it cannot find ANY TV signal. I've searched and cannot reach any conclusion, as people have gotten their 650 to work. I have done all the updates (EVERY WMC) on windows update to no avail. I downloaded the driver directly off ATI's website, and never even put in the CD, so i should have the newest driver.

If anyone has any ideas people begin. Thanks for your help.

Just wanted to update, MCE was still able to watch TV, even though it claimed no TV signal, I went through the guide and manually set the channels to the ones recieving picture.
