Help me finish my system!

I would like to ask for a recommendation for a software encoding TV Tuner.

I need a TV Tuner card to connect my Tivo and Wii to my PC. I've researched all of the popular Hauppauge and ATI cards and it turns out that they have hardware encoding which delays the picture by a few seconds. This makes it extremely difficult to use my Tivo or game system through my TV Tuner. Can anyone recommend a card that does not have hardware encoding so that I don't have a picture delay? Or a card that will allow me to have a real time (no delay) feed.

I would prefer ATI over Hauppauge as I really dislike the WinTV software.

I'm using Vista Premium, and I would prefer an internal PCI or PCIe card, preferably under $200

In my previous system I had an ATI all in Wonder card that was able to do this, however, that card is like 8 years old now, and it's AGP based so I can't use it in my new system.

Any help would be appreciated, I built my system about 3 months ago and this is the only piece that's missing, help me finish my project!
