1. I recently purchased a corsair 400r and H60. Does anyone know any 140mm fans for the roof, 120mm fans for the H60 and a good fan controller that isn't going to cost a lot?
Fans with a good noise to airflow balance that anyone can recommend as I cannot work out how loud Db levels are or how much airflow is needed.
2. I also purchased a HS1. Can anyone explain how to get the best 7.1 sound in games using newest drivers, bf3 mainly?

Noise to Airflow balance is generally a personal preference.
BitFenix Spectre is a good value 140mm fan - available at scan for around a fiver. You could always plug into a simple fan controller or fan resistor to reduce the speed if its too loud for your liking.
I puchased 2 x 140mm silent pc fans (think that's the brand)
2 x 120mm Alpenfohn fans for my H60
And I have an NZXT Sentry 2 touch screen fan Controller
