There isn't much choice for 1080p 21.5 unfortunately, I've been looking myself as my desk just barely fits my 19" due to shelves. With that said, ASUS monitor's seem to be regarded as some of the most reliable and theres this one on Scan:

However it lacks the HDMI of the bigger 24" version and higher latency but unfortunately there really isn't too much choice.

If you're on a budget I think you need to decide what you want. Either higher refresh rate (TN) with less ghosting or colours and viewing angles (IPS). The gtg response times and other specs are difficult to follow and indepth review sites are usually better for making an informed decision.

I had a Asus VE228HR for a while which was good. But it's kinda old so no IPS which might be something you want. 5ms response time, which I found good enough for gaming, and nice colours.
