On one level I agree with that. On another level, I am diametrically opposed to it.
Yes, a game's success is largely dependent on immersion. It's not the only factor, but it's an important one. On that, we agree.
Here's the difference. I do want sound effects. For me, they add to immersion. But music, no matter how good it is, ruins the illusion for me. So, about the first thing I do with any new game is look for the setting for soundtrack, and turn it off, and that's how it stays.
And while it's a different subject, and music can add to the immersiveness of a film (or TV program), it can also utterly wreck it. I've lost count of the number of badly-done film and TV soundteacks that have ruined the progesm for me, and there have been a few where I've given up on the film/prog because of the soundtrack.
So I'm sure it'll come as no shock if I answer "best game soundtrack" by saying .... none. If I want music, I'll play an album (or MP3 playlist, or whatever). When I play a game, I want a game, not someone else's idea of good music, especially given that the typical age of the average games designer often implies that their idea of "music" is my idea of a flippin' awful cacophony that might be better suited as a form of non-physical stress treatment in Guantanamo than anything pleasurable.
Bard's tale has good soundtrack.. (some of the songs, not background )
The Killzone series scores are utterly fantastic if you've got a proper system that can cope with it - especially the credits, that's the best bit. Killzone 3's main solo violin theme up loud - proper.
Ive thought most of the Assassins Creed series have had really good soundtracks, maybe no the first but definitely 2 onwards has had solidly good soundtracks.
My highlight is definitely the opening soundtrack of 2.. still gives me chills listening to it, the crescendo with the lone female voice singing... gunna stop myself there actually

Going to agree with DirectHex earlier and say Deus Ex Human Revolution. Great sense of drama and foreboding, whilst still giving off a technical, futuristic vibe. Love the opening theme. Also another vote for World of Goo. The soundtrack by Kyle Gabler is brilliant.
Mass Effect 3 has some excellent music, as does VVVVV although that's obviously completely different.

In general I must agree with Saracen, most in game music is:
a) Someone elses idea of 'good' music and no matter how good the game I will want to turn it off as instead off adding to the game I find it actually annoys me.
b) It is a game like GTA or some of the NFS games for example, that are more like a now CD that is chosen to fit the game. My issue with this is that if someone is choosing actual music to fit a game I would rather choose what I feel fits the game, as I can guarentee that my taste is vastly different.
However there is a rare occasion where nothing but the in game music will do BUT it is very rare and the ones that stand out are as follows:
Halo (I would say that 1 & 2 are the standout games here). If you actually listen to the music and how it is structured and put together it is amazing, not only does it fit so well but there are some beautifully composed pieces in there. The music that plays over the first menu screen of Halo 2 is so fitting to the look of the beleaguered war-torn landscape in the background. Not only that but it is a great bit of music in its own right.
The other Halo's whilst good never seemed to reach the same level of music + emotional attachment to what is going on around you, the first two seemed to do it so well.
NiGHTS on the Saturn is another game that needs praise for its music, there is some great (again fitting) music in there that made the game. It would change ever so subtly to reflect how you were playing, either as a nice character or one who destroyed everything around you. Whilst very basic by todays' standards it was a real first back in '96/7. The music itself was also just a masterpiece of great gaming music by Sonic Team much like some of the Sonic games, Sonic 1 and 2 if you had to ask me!
Other than that I really can't think of anything standout, maybe because I haven't played any of the other games listed, or if I have it will have been the Amiga stuff which whilst good I can't really get into because of the 16bit midi sound.
I personally live the Deus Ex Human Revolution soundtrack. Gives me chills just thinking about it. I also love the tracks made for the game, Alan Wake.
The Mass Effect series have some really incredible soundtracks. I really like the OST for Remember Me as well

GTA Vice City followed by FFX
Vice City is definitely a personal favourite for me. Although, the original Command & Conquer Red Alert with all the marching music was fantastic!
