Dammed PCI mode on AGP card

Hi all, for a while ive been having problems with my motherboard (Jetway 663as, Via KT133) as no matter what graphics card i use (hercules Geforce 2mx or Hightech Excaliber 9600pro) it is set to pci mode and no matter what i do in the settings and bios settings nothing works to put it to AGP, i know there is a similar problem listed in the bios upgrades at the website but the latest version doesnt work for some reason and there customer services seems non existant. Any help would be great and thanks in advance.

    Specs
    Amd Athlon 1100mhz
256mb ram 133mhz (but working at 100mhz due to instability in 133 mhz mode)
Jetway 663as motherboard 08.04.2000 bios revision
    Excaliber 9600 pro 128mb Cataylst 3.10 thats .10 not .1
    Soundblaster 128
    3com ethernet card
Windows Xp pro service pack 1a
