What is the fastest silent/low noise graphics card?
Probably some variety of a Radeon 7750 or 7770.

for all intents it seems to be the same card minus some gays name on it and a shielded cover ? with OEM added to it - GoNz0.
Passive 6850 will blow those away. Something like the powercolor scs3 version.
What is your budget? You could install your own water cooling block on a gtx 690.
some fanless cards I guess. Than what's your target of performance and price? No one can recommend without these 2 being answered first.
I've read that the Asus GTX 670 TOP version is not only faster than a stock 680 but it's also extremely quiet. I've heard people with a Corsair H100 say that it's not even audible of the H100.
EDIT: Now I own one I can say from personal experience that the Asus GTX 670 TOP is very, very quiet. Even with my ear right next to it, I can only just hear it over the noise of my case fans.

I looked at benchmarks for fan noise and Gigabyte were quietest out of those tested. I doubt that would apply with the new 6 fan gpu though. If you want a quiet gpu, you could always put a different cooler on it.
I had the ASUS 580 GTX and ASUS 6970, both were incredibly quiet, especially compared to something like a Gainward Phantom GTX 580 - the main selling point of which is its quietness
ASUS dcuii tend to have the quietest card around.. just pick whatever card you want and get the asus DCUII one, or the Twin Frozrs from MSI.
I've just bought a XFX 7850 double dissipation edition and its whisper quiet, even with the sides off.
I can vouch that 6850's are really quiet cards (y)
