Post Phone and tablet not detected

Odd problem I'm having, so all of a sudden both my tablet and phone are not detected by my laptop unless turned off. If plugged in when turned on, they charge for all of about 3 seconds then act as if not connected. Tried it with 3 cables and using each usb port on the laptop but to no avail. Other devices such as my usb power bank charge just fine and my phone and tablet charge from the power bank when switched on as per usual.
Any idea how to resolve this?

    Edit:
Windows had lost the MTP usb drivers, which have now been added for both the tablet and phone, not sure as to how this happened or why it didn't charge the devices without the driver, but I guess that shall forever remain a mystery
