    Most servers are, unless they have a dedicated clan base to attract the players.

    To be fair your server never was THAT popular for some reason, and once a server gets busy it normally stays that way.

    The problem comes when you have a poor rotation, to get interest i would change it to a d2 only then put a rotation in
