They don't want to spend too much on hardware and networking when a large percentage of the first day signups will leave not long after signing up. So they play a game of "lets see how much we really need to spend on infrastructure". It's a stupidly counter-productive tactic as well as they must lose a fair number of people due to the queues.....especially those with problematic internet connections....
