I've not seen it possible to do this unless its from a high population server to a lower population server. I do not believe that we can do this, only the admins can and in only under circumstances.

Apparently it was promised to the Americans "after the launch of the EU servers"..
But they keep changing their minds, annoying quite a lot of people in the process.
