"help develop low-cost, fast and reliable SSDs."

Does that mean the cost for the consumer will be low as well ? Or will the cost be high like most new tech that come's out for a long period of time ?

Probably relatively cheaper than the first SSDs were. Once everyone and their dog switches to flash the prices will continue to plummet and incremental upgrades like this will simply be rolled out into new drives. The high cost is (generally) only if demand is small.

I imagine this is being pushed for enterprise/scientific though.

Fast, Reliable and low cost never seem to go together in the same sentence. If it works then awesome!
