Chinese sales tax is 17% and if that is in the included price, that is actually not a bad price!!
The GTX970M probably is not far off a desktop GTX960 either I suspect:

The deal breaker for me is 4k screen. Even 1080p on 17" is a bit on too small for me and can't use scaling since windows scaling is horrible. 4k at 15" ? Whyyyyyyyy. Not to mention gaming is not gonna happen at 4k on 970m and you will need to downgrade resolution and consequently screen quality just to play anything at reasonable fps.
As someone with a Xiaomi Redmi note 2 phone i'd want to check build quality first! It super value for the tech but big design flaw on the front camera means it fills with dust... Also the heavily customised Miui android software was frustrating and full of bloat so it'll be interesting to see if they stick lots of bloatware on it.
Which version of Windows? My tablet is 1920x1200 @ 8.9" and windows scaling works flawlessly on it, but I've upgraded to Windows 10. Might be worth a go whilst the upgrade's still free...?
Gaming at a lower resolution and upscaling should look just fine on a 4k 15" screen; besides, with that pixel density you could turn off a lot of the eye candy (like AA) to help boost performance.
And frankly the opportunity to get a 15" laptop with anything other than a 1366x768 screen should be trumpeted far and wide...

4K has 4 times the number of pixels than 1080P. I suspect that means you can use a 2X2 pixel cluster to represent 1 pixel which should make scaling easier I suspect.
I wonder when we will start seeing laptops with the new Pascal line, the old gen gpu is what has been holding me back from purchasing a new laptop.
Great specs and prices, shame they don't officially sell larger devices in the UK.
