There is certainly benefits to it but its very difficult to quantify them in benchmark results. Enabling the technology is likely to make AMD look worse on a graph, even if subjectively it would look basically the same from a users perspective for less power usage overall.

I have seen videos of people testing it online. It is very interesting how they made it to detect how much action is on screen. Basically it looks like "Chill" puts a variable frame rate limiter based on whats happening on screen. More movement on screen, more fps. These limits (Upper and lower) look like they can be inputted manually as well. Also interesting how they somehow decrease input latency. But overall it is a nice feature to have so that I don't push 150 fps on CS:GO on a 60hz panel.
