Not option to upload Avatar

I must apologise if this is in another thread, I did look and couldn't find anything.

When I go to the Avatar section in my CP I do not have the option to upload and avatar. I just get the radio button option to "Do not use an avatar". And 2 buttons, Save Changes and Reset Fields. Neither of which makes any difference.

There is no upload avatar option.

Any help from Hexus gurus would be most appreciated.
