As a serious answer, it depends.
Admins can create/remove mods. So physically, yes we can. In practice, it'd be a group decision.
Admins are trickier. Superadmins are defined by a config file, so unless you have server-level access, a superadmin cannot be removed by control panel alone. So physically, maybe yes, maybe no. Administratively, decisions on creating or removing admins would be made by the active forum admins, but I certainly wouldn't action such decisions without approval by the site owner. We have the ability to do so, and the authority to do so, but short of an emergency (like an admin account being hacked) I would wait for owner's say-so.
As for tea, I rarely drink it. Most mass-market 'brands' strike me as somewhere on a range between unpleasant and pond scum. I do enjoy more 'delicate' teas, but only if I'm in the mood for them which isn't that often.
It does strike me as a highly subjective issue, though, with no right or wrong, and what I do or don't like doesn't really bear on what anyone else likes. Rather like which whisky or brandy you do or don't like. Or, I like Stilton, but not Brie. And Monet and Renoir, but not van Gogh or Picasso.

Sometimes I wonder about mankind.
We can split the atom, understand (sort-of) our own DNA, put men on the moon and land spacecraft on both Mars and comets, but we still can't settle the question of milk first, or afterwards.
I mean, you'd think all those megabrains would tackle really important questions in life, like how to make the perfect cuppa, ahead of all this poncing around in space or cracking Dark Matter or finding Higgs' boson, wouldn't you? When will they get their priorities straight?
Higgs should've been more careful and not lost the damn thing in the first place. What next? His car keys?
