steam refusing to connect to internet

when i was in the house everything was working brilliantly.

just as soon as i got to my uni (york) steam no longer wants to load up. It just gets to updating steam at the start and gives me you must be connected to internet error so far i have tried with unsuccessful results:

    1) Re-install...loosing all my games and gave saves
    2) Deleting the blob file few times
    3) restoring system to while back

i re booted the pc during those attempts to

    any ideas?

Is it possible they block steam? Might make sense, I wouldnt want every student coming back to uni and downloading all the bargains from the steam sale
Might be worth contacting IT and asking?

Re: steam refusing to connect to internet

Uni could be blocking the ports needed for steam.
