ignoring the spelling mistake, I'd have said 24 Mega bits per second was more like exactly 3 Mega bytes per second... or am I missing something?

ADSL must use >8 bits per byte or there would be no guarantee of the data being correct.

That's the line rate.
to get your transfer rate, those 1's and 0's (your 2 MB/sec) are encapsulated in segments which have an overhead.
Those frames are then encapsulated in packets which have their own overhead.
Those packets are then encapsulated in frames which have more overhead. There's a lot of redundant data here in particular for error correction and checking.
This is all necessary to ensure your data can just as easily get from one end of the world to the other as getting from one room to the other.
However if you sync at 24 Mb the you should still see more like 2.6MB/sec if the line is being fully used.

If we assume a 1500 packet size the overhead per packet is 48 bytes.
There are (48/1500)*8 extra bits per packet 0.256
However not all packets will be 1500 in size.
So say a 48 byte packet...
(48/48)*8 = 8
Hence per 8 bits of data (ish as fag packet calc) there are are between 8.256 and 16 bits sent.
Ie. the original statement is a guesstimate. Which is the only thing you can do.

Real-life transfer speeds, with a 24Mb DSL sync, hover around 2,600 kilobytes per second (= 2.54 megabytes per second).
According to NetMeter, anyway.

I think they're just trying to be realistic. On the assumption that no-one will actually get 24Mbps, more like 20Mbps at best, then we're already down to about 2.5MBps.
Then considering overheads, the difficulty in focussing all of your pipe onto one single download, people will probably never see anything near 3MBps, and 2MBps is a more sensible illustration.
Its still 10 times quicker than the wet bit of string that they have the brass bound nerve to call "broadband" in my neck of the woods. !!

Dont forget that 24Mbs is 24 million (24 000 000) bits per second. This translates to 3 000 000 bytes per second which is not 3Mb/s.
Unless you make hard drives...
