For the purposes of support, yes it is.
Regardless of them having the exact same silicon, I would expect driver support for the 7970 to drop into the hole that is legacy driver when the 280X is still mainline.
I say this from seeing the HD4670 removed from the supported list when the same silicon in mobile form is an HD5000 series part so still supported. VLIW5 in general should be supported for a while as it is in the Llano APU with a label of "HD 6550D", and that starts with a 6.
Can't remember the part number, but the HD4670 desktop part was re-used as a *mobile* HD5000 series part.
Marketing re-labels chips with new numbers, QA department forces them into retirement some years after release.
I'm not saying AMD are wrong in doing this, but when buying AMD I am more inclined to get the latest model number I can.
Now, if you can re-flash a 7970 BIOS to say the card is a 280X...
Ah in this case though the software stack is different because the mobiles have (had) different power options - even if the same (or mostly) silicon is underneath.
Yeah, certainly if there is no other difference then I'd go for the later, but I wouldn't go out and replace a 7970 with a 280XI'm not saying AMD are wrong in doing this, but when buying AMD I am more inclined to get the latest model number I can.

Oh there are detail differences, but the point is the driver has to be able to cope with VLIW5 architecture until Llano and Bobcat are considered old and unsupported. So why drop older VLIW5 products? I'm guessing QA will be behind that. They have to give up at some point.
Damn bitminers! i thought the main crypto things were worked out and there was no point in doing it anymore? btw would it be worth going for a 6990 to game a 2560 by 1440?
I would not recommend going for a 6990 not only because the tech on that is outdated but also because it's still quite expensive. Get something with a GCN architecture like the 7000 series and above. I'd say this gen, the R9 series are solid cards that provide great value for money. If you do want a card for 1440p gaming, I'd suggest - 780, 780ti, 290, 290x as the top end single GPUs and the 280X as a mid range option at that resolution. With the 280X, you should be getting decent frames at Mid-High settings at that resolution.
I wouldnt complain if the newer ones were less.
