BF4 phantom dog tags

Anyone got any advise for finding the Phantom dog tags on final stand?
I see people looking for them with MAV etc.
Someone said they show up on the mini map if you are withing 20 yards of them, is this true.
I'm using the maps someone has created to show likely spawn locations but no luck finding one yet.
And what is the eye dog tag, I killed someone with it yesterday, but how did they get it?

Spent another couple of hours searching on hammerhead, using the map and videos, on an official server with only 5 other people. Found diddly squat. Cheers Dice!
