    I usually buy a new PSU, since I want the quietest PSU possible at the time. Moreover, I usually pass on my old computer parts along the food chain and they still need power to run so. If I make minor upgrades, I don't replace the PSU of course. Occasionally I do upgrade only the PSU if there's a substantially quieter alternative or I for some reason don't feel my original PSU is up for the task anymore.

    I will generally buy a good high wattage, high end psu which will then last me until it either - the fan in it goes, it no longer has the amount/type of connectors I need (pci-express connectors keep changing for e.g) or my new system has close to or over the wattage rating.

    My 700w psu has been rock solid for the last 3 years... probably wont replace it for my next build either.....but if I do it will be for a higher wattage psu with a single 12v rail

    I rarely build a completely new Pc when I upgrade, mainly due to lack of funds. But when I do upgrade it's generally a CPU or Graphics upgrade (along with any other required upgrades, motherboard, ram etc), so if I deem the current power supply not to be good enough I upgrade that as well. I've also upgraded power supplies when I've had minor problems, buzzing from the PSU fans or capacitors.

    I typically go through a proccess of constantly upgrading instead if actually buying a whole new rig, so I generally get a new PSU when I need it. Basically when it either blows up or I need more power. Although it's always nice to have a beefy PSU for bragging rights. I was looking at getting the corsair 1000W PSU sometime, even though I don't currently need it, it would just be neat to have.
