We've got Red, Orange, Green, & Blue (think i may of seen Purple?).
What do they all mean, i gather the blue ones other than the Scan/.care guys are the Hexus guys but then what do we have the others for?

I would say:
Blue = Paid Admin
Orange = Volunteer Admin
Red = Mod (almost an Admin, but didn't bribe DR enough)
Green = Hexus.social member, need to attend a certain number of meets
Then there are company related colours, eg blue for Scan, grey for Antec, red for ATI, so on so forth.

Being the QT board, this is obviously a deep philosophical question.
We might be able to determine a common reference by which someone with a spectrometer can say that electromagnetic radiation between x and y frequencies be assigned the definition of 'Red' for example, however there is no guarantee that what you perceive 'Red' things to be is anything like my perception of what I call 'Red' things. Perhaps your red is actually more like my purple.
Whether this has any practical implications is also quite hard to judge - someone might say that certain colours go better together, but again you can argue that maybe the whole range of colours has been perceived differently, or more reasonably you might question the subjective assertion that certain colours do go better together.

Light Blue = HEXUS Staff. This includes, obviously, DR and PD who basically run the place and Steve, who does the web work.
Orange = HEXUS Admins. We're the ones that run the day-to-day operations on the forums, but have no direct input into business or website activities. In other words, DR and PD tell us how they want things done and, for the most part, let us decide how to do it, thought obviously the buck stops with them.
And there is some overlap between Blue and Orange. Some of the HEXUS staff also have forum Admin access and can do the things we can do, in the sense of having access to the control panels to do it, but generally it isn't their prime focus and for forum matters, it's mainly the Red Mods and Orange Admins that handle it.
Red = Mods. This is a dark red, maroon sort of colour. Moderators are the first port of call for the day to day running of the forum, simply because there's a lot more of them. Most forums have several moderators that have primary responsibility for specific forums, usually because that's where they are most prominent in their membership activities. If we want a mod for, for example, hardware, or operating systems, it makes sense for it to be someone that is interested in that subject, spends time in there anyway, and is not by the other members.
However, all our mods (currently) are what we refer to as Supermods, in that they can take moderator actions in forums other than the ones they're specifically named for. It means we have better coverage or all areas at all hours that would otherwise be the case.
Admins, however, do have access to a lot of facilities that Mods don't .... such as unbanning, changing usernames, creating or removing forums and other similar system-wide features.
Dark Blue = "Commercial" Mods. Staff from companies with sections on the forums, like Scan, Antec, Corsair, etc have moderator powers in their sections, but not on the rest of the forum.
Green = Social. A category of members and, to be honest, not being one of them, I don't know much about it. Without checking in the control panel, I'm not aware of them having any access to facilities that any other member doesn't. It is, as far as I know, just recognition of the social members that get together regularly ... .I think.
And this thread reminds me ... I really ought to add this to the FAQ, when I get a chance.
