Could you please tell me if replacements are brand new cards has the one I have been sent has scuffs and dust on the fans. It looks like a used card?

I wont be buying the said brand of graphics card again that's not to say I wont buy from scan.
I have no issue with being sent a refurbished card its when the card is in tatty condition has the card I returned was in mint condition.
The card I have been sent is dusty and full of scuffs and in poor condition the cooling system on the card is lose.
It looks like its not been put together very well. I have Thermaltake X9 case with Gigabyte Game Plus Motherboard so the card is on display with green LEDS lighting everything up.
Far from happy waiting 5 weeks and then being sent a tatty looking card.
Gigabyte and EVGA these are to two brands ill be using in the future.
Could you let me know your thoughts on this LEE?
