Isn't this situation a direct result of Apple being "late to the party" wrt these "pocket tablets"? So the market for those is firstly a lot more cut throat, and secondly Apple doesn't have the huge market share advantage that they have in the full-size tablets?
Personal I like the idea that there's no one real market leader for the pocket tablets - with Google, Samsung, Amazon, and now Apple having respectable devices, (and I've not overlooked the second tier folks like Archos, Viewsonic, etc). Competition is good for the consumer, and forces the manufacturers to stay on the top of their game.
