Yeah, wait for either DX12 (If your gfx card will support it so NV 4xx series or higher or Amd 7*** series or higher), Haswell Ex - DDR4 quad channel, or Skylake DDR4? and newer tech.
Built a system out of spare parts the other day for my wife. Using a Q9550 Core 2 Quad for the CPU and DDR2 RAM of course. She uses this computer to play modern games and it runs just fine despite it's age. My point is, keep your 2700K. Intel hasn't improved their CPUs enough in the past few generations to matter.
Considering that I am still on a 1055T this is fairly good news.
Why only PCIe 2.0 from the southbridge?
The DMI link between the PCH and CPU is essentially 4 PCIe3 lanes, and the various controllers of the PCH require a portion of that bandwidth, so the remainder could be supplied as x2 PCIe3 lanes or x4 PCIe2. The PCIe2 option provides more flexibilty if you want to connect to more devices, and the same bandwidth if you want to conect to just a single device. Also if the client device is limited to PCIe2, a 2 lane PCIe3 connection would provide half the bandwidth of a 4 lane PCIe2 connection.
