It's probably their way of rivalling the PayPal/eBay monopoly, since they have classifieds and shops on there too I believe and this would mean that they aren't losing out to a competitor for the payment method.
If whatever facebook is going to do is like saying "For every 100 likes you get a dollar worth facebook cash!"
I don't think it's necessarily that, but that they're trying to find a snug caveat when Facebook as a social media trend dies off. An e-money service, if successful, is a great fallback option whenever Facebook does.
Still wouldn't trust them with my money, especially with the numerous security/privacy issues they have.
