Noisy fan is enough to put me off, would rather pay more for a semi passive/fanless PSU such as a Seasonic.
How are PSU's tested (in a case?) and in which orientation as the fan can be on top, underneath or on its side depending on which cases they go in?
The *Plus* ratings need an overhaul as well to include noise levels (assuming here they are not already part of the ratings).

The 80+ ratings are for power efficiency alone, not for noise or airflow standards. If you want a super detailed review on any power supply, look up JonnyGuru.

this is a good base, so now they can do a modular one with an added price tag of 10-15 pounds. That I will buy

Look excellent value, not enough to rip out my current PSU but would get a look if I need one any time soon.
