To be fair this card is never going to do any heavy grunt work such as gaming or real time rendering, this type of card is for shop/sports venue displays etc where they're showing 'promotional videos'.
Got to be honest and say that considering it has 2 'gtx 750' gpu's inside that's pretty impressive to make it a single slot cooler considering most 750's are quite bulky still.

Eh, board power is listed at 68W; Sapphire made a low-profile single-slot short PCB Radeon 7750 which dissipated roughly that much. This is full height with a long PCB: it's almost a surprise to see it using a fan at that point. Retail 750s are designed to be sold to gamers; they slap massively overspecced coolers on them to make them look more expensive.
The other thing we can infer from that low TDP, of course, is that the GPUs are clocked pretty low (a single 750 would normally pull around 68W). Of course if all they're doing is pushing 2D pixels to signage that doesn't take much mathematical oomph.
