The Ukraine is one of the biggest exporters of weapons in the world and develops plenty of indigenous weaponary. I expect it might actually work a bit better than we suspect. Its quite ingenious though - they are using cheap off the shelf electronics instead of expensive dedicated military electronics.

I think that argument happened years ago when someone pointed out how easy it is to build a cruise missile out of off the shelf gps & rc parts.
You could probably write a guidance app on a £30 smartphone these days, and use a bbc microbit to do bluetooth to servo connections.

How does it hear anything over the wind noise?

I wondered the same about the wind noise.
You can't guide a rocket with gps, it will shut down under acceleration if the speed or altitude doesn't get it. But how about a pulse jet? Well in the realms of diy (just check out Colin Furze on youtube), and they can work at low altitude and the sort of speeds that my car can manage so the gps shouldn't freak out.

Indeed, wind noise usually sounds like white noise with a good spread of frequencies but in this case the wind noise will come from turbulence around the rocket including the holes drilled in the sides presumably for the microphones to hear through. So that would mean you can probably tune any wind noise to be high frequency and so baffled out.
I guess tanks will now have to have a new countermeasure of spitting out a device that makes a deep rumbling noise.
I'm getting my Raspberry Pi (III) to simulate different types of tank noises! That should fool these anti-tank missiles!
