Small TV For Bedroom

So family member blew up their old CRT 15" bedroom PC and I have to find a replacement.

Their budget is approx £120 and they want a 19"-21" flatscreen but it needs to be less than 14" high - and I would prefer it has an HDMI input and is at least 720P capable. Anyone got any recommendations
