MP3Gain, you can reduce the volume of your MP3 (Personally I would suggest target volume to 80~85dB.
I don't think there are other ways to do it

To limit specifically to 60dBA (or similar setting) you would need something active, rather than just a passive attenuator network. It is relatively complex to do what you want, but otherwise, a simple 3 resistor network would probably do the trick, I'll see if I can find a page with info.
