Slight Tweakage + Bump:

I think 15 posts also allows you to post on peoples visitor message boards, which ties in with editing your UserCP, as Sammy found a user that was unable to the other day

Amended the 15 post entry
Amended the 20 post entry
Added a bit about account promotions taking an hour
Added more detail about the Scan shipping
Beefed up the headers to improve the layout (i think anyway)

I think thats all I changed
