After the loss if a family member my sister needs to remove a password on a windows 7 based laptop but her PC skills are low to none so I need something she can use that will remove/reset the password without the software confusing her, normally I'd use Offline NT Password Changer in Hiren's BootCD but I live over 200 miles away
Any ideas would be gratefully welcomed

Admin account is disabled by default in windows 7

did you do it from safe mode?
I have tried in normal/safe mode and using a windows 7 install disc and recovery disc

I would just post her the Hiren's disk and talk her through it, or at least do that while you explore other options, sent first class it would be there next day.

This might be useful.
Try the PCUnlocker program.
It is delivered as an ISO image file (based on Windows PE), you will have to burn a CD/USB drive, it is then used to boot the machine.
It works on all versions of Windows.
System repair/install disc can be used to reset the system password. Here's the detailed tutorial: click here
It is possible to recover password on the windows, Ophcrack is a good tool that worth a try. it can recover password as long as 10 characters, and it is free. If it fails, you can try some other tools, like password unlocker, which can help you create a password reset disk and then to remove the password.
