Post Code 7F + PSU recommendation

    my computer specs:
    MB: Abit ip35 pro
    CPU: intel E6600
    memory: 1GBx4
    3 HDD
    video card: eVGA 9600GT
sound card + USB card + DVD rom

I used to use an Ultra 600W PSU, I haven't used the machine for more than 1 year, and now I switch to an Antec earthwatts 500W PSU, but the machine won't boot.

I leave only CPU, memory w/ or w/o video card on the MB, the ip35 pro mobo shows "7F". I googled internet, looks like the video card may be the culprit.

    The eVGA website says
    9600GT models
Minimum of a 400 Watt power supply
(minimum +12 Volt current rating of 26 amps)
An available 6 pin PCI-E power connector
I notice the EA-500D's 12V has max 24A, which is less than the required 26A, should I replace this PSU with another one?

Please also recommend some proper PSU according to my specs

Make sure the RAM modules are firmly seated. If they're dusty, remove the DIMMs and clean the slots and the modules using a vacuum cleaner and a non-synthetic, dry, clean brush. Test with only one RAM module, change it with another one if there's no change.
Unplug the PSU from the wall and reset the CMOS. Also, check the CMOS battery (replace it if it's easier).
Strip the motherboard from all non-essential things (storage data cables, discrete sound card and other expansion cards). Do a test even with the video card unmounted, to see if that changes anything.
You can also test it using another PSU, before buying one.

7F is a normal post codes. It means the system is awaiting your input to either enter the BIOS or resume normal post.

If the motherboard has reached 7F and you have no display then the either the motherboard has failed to detect the graphics card or you have a bad connection between the card and the display.
