If possible you should have a fan blowing in above the I/O ports and one blowing out near the heatpipe. You might have to mod it a little to fit a small fan to the heatsink near the vent on the back plate. Normally the CPU fan pushes the air across the heatpipe and out the back but when using a watercooler it creates a dead spot.

    thanks for the reply sean,

I mounted a little fan over the heat sink and removed the silent otes sign, which help a little.

What is under this heat sink. Can the heat sink/heat pipe be removed and fit a water block in its place???

I was under the impression the pwm is designed to work at higher temps since it performs a form of power regulation. I could be wrong, and if so very interested to better understand what it does
