personally for Aesthetically themes looks and won't broke my wallet i will go with Crossfire dual 7850 :) so it will looks full load with dual 7850 rather than a single card if you have a side window case :) and if you need more fast cash you can always have the time to sell one of the two 7850 and still enjoy gaming experience :)
7990 = Dual 7970 :)
The 2x7850 and the 7970 have the same amount of cores, crossfire has problems like microstutter so it's much better to get a 7970 unless you already have a 7850 then save some cash and get another :-)
7970 for sure ! so u wont have to wait for the multi GPU supports and profiles.. if they are ever released ofcourse .. :)
1 card save some mpney unless u want multiple displays for ease fhen go crossfire
if you spent your money on the 7970 AND let your 7850 go to waste instead of the 8xxx
Go with the 7970 , I have crossfire 7950s and although in all games I have seen an increased frame rate some are as low as 10% extra (tomb raider) ...so in some games 2x 7850 might be a little bit better ,but some crossfire will barely work and you will be left with just a little bit better than 7850 performance
I agree with this generally but ,I have crossfire 7950s and have had no problems at all just stuck the second card in and cf bridge and done ,and with the new drivers (especially optimized for cf) coming mid July i would be tempted to wait a few weeks till then and see how the cf drivers come out

The single 7970 will do better, it will save you from the crossfire scale hassles
I have a 6990 which is two GPUs on one card and in some games, Far Cry 3 particularly, the stuttering makes them unplayable, in others it can be seen from time to time, such as Sleeping Dogs. Neither of these games show any hint of an issue when running on two GTX580s on my older rig.
The advantage to running two cards is that when you encounter an issue with a game, crossfire/sli or one of the cards can be disabled from the drivers, or at least that's what I believe is the case. It can't be done using a single dual GPU card, but I'm fairly certain that SLI can be turned off when it is not required and then the second card could be used as just a Physx processor.
No, it's a single GPU, the 7990 is the dual GPU version.
EDIT: Ignore
I personally stick with single graphics cards. Keep it simple.
Single 7970. Mine runs most games 60+ at 1080p provided you have a decent CPU Intel Core i5+
