It looks like the EIB is holding the strings on this one - only releasing the funds if SAAB meets its targets, which the article seems to imply is only possible with further funding, which it is unable to get, and the EIB will not advance further investment.
GM really left SAAB in very poor financial health when they exited, especially in terms of product development cycles which can take years to complete, and require continued investment to realise a return.
Would be a real shame if they do go though
