Zak, are you looking for "authentjc" OEM 1998, or just 1998?
If you just want "authentic" 1998, then I gotta say I hadn't had a cassette player for about 15 years. I had a front-mount CD player with boot-mounted autochanger when I bought a new car in 1995, and that replaced a similar but cheaper system I'd had in the previous car.
And it certainly didn't skip on bumps. Older, or cheap stuff might, but half-decent units were buffered. Oh, and it had a modern-looking electric-blue display which could, jndeed, be colour-changed a la RGB, though the choices were more limited.
By 1998, after the CD unit was nicked, I had a MD-based head unit, with boot CD autochanger. That was a front end to twin Phoenix Gold amps at £750 each, and about £1200 of speakers. Not only did engine noise and open winfows not drown out the noise, but I could have put up a credible fight with a 747's engines on take-off.
Well, maybe not quite, but it could go LOUD, as well as very high quality sound.
And it had an aux input that I connected a Creative labs MP3 player with, IIRC, a 60GB HD not long after that.
Cassette units were, IMHO, rather more 1970s than 1998 except, perhaps, basic level OEM.
My vote would be a Raspberry Pi or similar, I'm sure there will be software packages available for this sort of thing, I had a brief look around myself for exactly this sort of solution but my coding knowledge was too close to 0 and I couldn't be bothered to learn just for this.

A CDhead unit IS of course viable.. but I just feel like I'm... cheating ;-)
the proper car Bluetooth Amp was what I truly thought I'd find for £50 but it's a hard struggle!
